5 Indian #thinktanks in world’s top 150


Think Tanks and Civil Societies Program of University of Pennsylvania

Five Indian thinktanks have made it to the list of top 150 worldwide. At rank 50 is Centre for Civil Society (CCS), at 102 is Institute for Defence Studies and Analyses (IDSA), at 107 is The Energy and Resources Institute (TERI) followed by Observer Research Foundation (ORF) at 114 and Development Alternatives (DA) at 140.


According to a survey conducted by Think Tanks and Civil Societies Program of University of Pennsylvania, Brookings Institution was ranked the top think tank in the world followed by Chatham House (UK), Carnegie Endowment and International Studies (US), Center for Strategic and International Studies (US) and Stockholm International Peace Research Institute (Sweden).


The survey also showed that the US had 1,828 thinktanks, the highest in the world. China came second with 426, UK had 287 and India was fourth with 268.The surveyhad invited 6,826 thinktanks from 182 countries to participate. In the ranking process, 1,947 individuals and 120 countries participated.


Indian thinktanks fared better among the top 45 in China, India, Japan and South Korea. There were 14 Indian thinktanks on this list, 12 from Japan, 10 from China and nine from South Korea. Apart from CCS, IDSA, TERI, ORF and DA, the other Indian ones on the list were Centre for Policy Research (CPR), Institute of Peace and Conflict Studies (IPCS), Centre for Study of Developing Societies (CSDS), Center for Study of Science Technology and Policy (CSSTP), National Council of Applied Economic Research (NCAER), Institute of Economic Growth (IEG), United Service Institution of India, Delhi Policy Group and Liberty Institute.


Among the top 65 defence thinktanks, there were three Indian entities — IDSA at 38, Centre for Land Warfare Studies at 48 and ORF at 52. Not a single Indian entity made it to thetop 80 thinktanks on economy or the top 50 on education. TERI was ranked eighth among the top 20 in energy. In the top 70 thinktanks on environment, Centre for Science and Environment was ranked 19th followed by Ashoka Trust for Research in Ecology at 20th.

Google pays tribute to Audrey Hepburn's on 85th birthday


The latest Google Doodle commemorative logo has paid tribute to screen icon Audrey Hepburn's on her 85th birthday on Sunday.

A picture of the noted British actress with a pink background features in the middle of the Google logo.

The 'Breakfast at Tiffany's' star and fashion icon became a big screen legend during Hollywood's so-called 'Golden Age.'

She was born on May 4, 1929 in Brussels to a British father and Dutch aristocrat mother, before moving to London in 1948 to continue training as a ballet dancer.

Widely considered to be the world's most beautiful women ever, Hepburn rose to film stardom after appearing in several British movies.

She won an Oscar, a Golden Globe and a BAFTA for her lead role in 'Roman Holiday' and starred in other classics, including 'Breakfast at Tiffany's' and 'My Fair Lady'.

She won a record three BAFTA awards for best British actress in a leading role.

Hepburn appeared in fewer acting roles in later life, devoting much of her time to working with UNICEF on good causes in the developing world.

She died in Switzerland aged 63 in 1993 after a battle with cancer.

Assam killings: 30 held, investigation handed over to NIA

Police have arrested 30 people in connection with the violence in Assam's Bodoland Territorial Autonomous Districts (BTAD) which has claimed at least 32 lives. "We have arrested 30 persons, 22 in Baksa district and 8 in Kokrajhar," state home commissioner GD Tripathi told India Today.
Six columns of army have been deployed in the region while more forces have been kept on standby. "Night curfew will be clamped not only in the affected districts but also on the border areas of Nalbari and Barpeta districts," added Tripathi.

Meanwhile, Assam Chief Minister Tarun Gogoi accepted responsibility for the massacre in BTAD but dismissed Opposition's claim to step down. "I'm not going to step down. I'm not a coward to flee the battlefield," he said. The state cabinet has decided to hand over the investigation into the killings to National Investigation Agency.

Gogoi also summoned the Minister of State for Border Areas Development, Siddique Ahmed, back to Guwahati after the latter had made a controversial statement blaming extremist elements in Bodoland People's Front (BPF), an alliance partner of Gogoi-led state government, behind the killings. He was the first minister to be sent by the CM to the affected areas. Another fact-finding team led by former CM and veteran Congress leader Bhumidhar Barman has left for Kokrajhar on Saturday.

ભ્રષ્ટ્રાચાર, ભ્રષ્ટ્રાચાર, ભ્રષ્ટ્રાચારઃ દુનિયાના 10 સૌથી ભ્રષ્ટ રાષ્ટો


દુનિયાના કોઈ પણ રાષ્ટ્રના લોકોને જ્યારે એમની સરકાર, તંત્ર, વ્યવસ્થા અને આર્થિક વહિવટ અંગે પૂછવામાં આવે ત્યારે ખ્યાલ આવે કે દેશમાં કેટલો ભ્રષ્ટ્રાચાર વ્યાપેલો છે. અલબત્ત માણસ માત્ર ભૂલને પાત્ર માનવામાં આવે છે ને કોઈ કોઈ માનવ પૂર્ણ હોતો નથી. પણ પૂર્ણ અપૂર્ણની આ દાસ્તાનમાં સ્વાર્થનું તત્વ ઉમેરાય એટલે સર્જાય અણહકનું આવકાવાની આદત. જેને આપણે ભ્રષ્ટ્રાચાર તરીકે ઓળખીયે છીએ. અલભત્ત ભારત ને ભ્રષ્ટ્રાચારનો બહુ જ જૂનો સંબંધ છે. જોકે, દુનિયાના દસ ભ્રષ્ટ્રાચારી રાષ્ટ્રોની વાત કરવામાં આવે તો હાશકારો એટલો અનુભવી શકાય કે આ દસ રાષ્ટ્રોની યાદીમાં ભારતનો ક્યાંય સમાવેશ થતો નથી.

આ લેટિન અમેરિકન રાષ્ટ્રનું નામ આવે એટલે સૌ પ્રથમ ખ્યાલ હ્યુગો ચાવેઝનો આવે. હ્યુગો ચાવેઝ અને એના સમાજવાદે અહીં બહુ ઉમદા કામ કર્યું હોવાનું પણ કહેવાય છે. જોકે, એ છતા પણ તેઓ આ રાષ્ટ્રને ભ્રષ્ટ્રાચાર મુકત બનાવી શક્યા નથી. વેનેઝૂએલાની ઓઈલ બૂમ અહીં પૈસા છૂટા વેરી દીધા છે. જેની સીધી અસર ભ્રષ્ટ્રાચાના ઉદય તરીકે જોવાઈ રહી છે.

કમ્બોડિયા એ કુદરતી ખુબસુરતીનો ખજાનો છે. જોકે, આ ખુબસુરતીની પાછળ છુપાયો છે ભયાનક ચહેરો. ભ્રષ્ટ્રાચારના ભોરિંગનો ચહેરો.એવું કહેવાય છે કે અહીં કોઈ પણ કામ કઢાવવું હોય, જ્યાં સુધી તમે ખીસ્સા ઢીલા ના કરો ત્યાં સુધી તમારું કામ થઈ શકે નહીં. ખાસ કરીને વાસ્તવિક લોકશાહીનો અભાવ અહીં ભ્રષ્ટ્રાચારાનું ઉદગમ બિંદુ માનવામાં આવે છે.

કમ્બોડિનયાની જેમ નોર્થ કોરિયાનું નામ પડે એટલે અહીંના તંત્રમાં વ્યાપ્ત ભયંકર ભ્રષ્ટ્રાચારની વાત આવી જાય અહીં કોઈ પણ કામ કરવું હોય જ્યાં સુધી નજીકના કોઈ સરકારી અધિકારીને ખુશ કરવામાં ના આવે ત્યાં સુધી શક્ય બને નહીં. ને જો તમે ભ્રષ્ટ્રાચારથી થાકી હારીને દેશ છોડી દેવા માગતો હો તો પણ તમારે અહીંની દરેક ચેક પોસ્ટે હાજર સુરક્ષા ગાર્ડને લાંચ આપવી પડે.

પોતાના કુદરતી સૌંદર્ય અને અદભૂત દરિયા કિનારા માટે ગીની એ વિશ્વવિખ્યાત છે. જોકે, ગીની પણ એક સમસ્યા છે અને એ છે ભ્રષ્ટાચાર 2008 પહેલા આ દેશ ભારે ગરીહ હતો. પણ જોકે બાદમાં ચિત્ર બદલાયું. ગીનીને પોતાના પગ પર ઉભી કરવા માટે ભૂતપૂર્વ પ્રમુખ અને બે મોટી કંપનીઓ વચ્ચે માઈનિંગ ડિલ થવાની હતી. જોકે, આ ડીલ થઈ શકી નહીં. હાલમાં અમેરિકા અને યુકે દ્વારા આ મુદ્દે ખરેખર શું થયું એ તપાસવામાં આવી રહ્યું છે. પણ, વાસ્તવિક્તા એ છે કે લાંચ-રૂશ્વત આપ્યા વગર અહીં કોઈ પણ કામ કઢાવવું શક્ય જ નથી.

જો ગીની અને ઈક્વાટોરિયલ ગીની એવા બે નામોથી 'કન્ફ્યૂઝ' થઈ ગયા હોય તો આપને જણાવી દઈએ કે બન્ને રાષ્ટ્રમાં નામની સાથોસાથ અન્ય એક બાબતમાં પણ સામ્યતા છે. અને એ છે ભ્રષ્ટ્રાચાર. બન્ને રાષ્ટ્રોમાં વ્યાપક ગરીબી, બેરોજગારી અને અસ્થિતર તંત્ર ભ્રષ્ટાચારનું મુખ્ય કારણ માનવામાં આવે છે. અહીંની 60 કરતા વધારે વસ્તી દરરોજ 1 ડોલર કરતા પણ ઓછી આવકમાં જીવન નિર્વાહ કરે છે. કમ્બોડિયા અને નોર્થ કોરિયાની જેમ અહીં પણ મોટાભાગના પૈસા સ્થાનિક તંત્રને લાંચ ચુકવવામાં જ જતા રહે છે.

આફ્રિકામાં ચાલી રહેલી અરાજક્તામાં ઝિમ્બાબ્વેનો પણ સમાવેશ થાય છે. અહીનું અર્થતંત્ર સાવ ખાડે ગયેલું છે. હાઈપરઈન્ફ્લેશનને કારણે અહીં સરકારને 1,000,000 ઝિમ્બાબ્વીયન ડૉલરની નોટ છાપવી પડી હતી. રાષ્ટ્રીય સંપત્તિની અસમાન વહેચણી ઝિમ્બાબ્વેની લગભગ દરેક સમસ્યા પાછળનું મુખ્ય કારણ માનવામાં આવે છે.

દક્ષિણ સુદાન આ દેશમાંથી અલગ થઈ ગયું પણ એની સમસ્યા એની એ જ રહી. સુદાનનું સમગ્ર તંત્ર ભ્રષ્ટ્રાચારમાં ખદબદતુ હોવાનું કહેવાય છે. અહીં કાં તો સરકારમાં કોઈ તમને ઓળખતું હોવું જોઈએ અથવા તો તમારે લાંચ ચુકવવા તૈયાર રહેવું પડે. આ બન્ને બાબતોનો જવાબ જો હકારાત્મક ના હોય તો અહીં તમારું કામ થઈ શકે નહીં.

મ્યાનમારમાં તાજેતરમાં જ લોકશાહી તરફ આગળ વધવામાં આવી રહ્યું છે. જોકે, એમ છતાં પણ વર્ષોથી ચાલી આવતી સમસ્યાના મૂળ અહીં હજુ પણ એટલા જ ઉંડા છે. આ દેશ કુદરતી સ્ત્રોતોના ખજાના પર બેઠો છે. જોકે, અહીંની નાના પણ સમૃદ્ધ ઉચ્ચ વર્ગનો બધી જ સંપત્તિઓ પર કબ્જો છે. જો કોઈ વિદેશી અહીં વેપાર શરૂ કરવા ઈચ્છતો હોય તો તેણે અહીં તાડીના પત્તામાં લાંચના પૈસા ચુકવવા પડતા હોય છે. જેને અહીં ટી મની કહેવામાં આવે છે.

સોમાલિયાનું નામ પડે એટલે અરાજક્તા સામે આવીને ઉભી રહી જાય. અહીં માનવજીવન કરતા ગોળી વધારે મોંઘી માનવામાં આવે છે. અલ શબાબ આતંકવાદી સંગઠન અને અહીંના દરિયાઈ ચાંચીયાએ આ દેશની પથારી ફેરવી નાખી છે. અહીં સંરક્ષણથી લઈને અપહરણ સુધી દરેક બાબતમાં લાંચ આપવી પડતી હોય છે.

પોતાના નામ સાથે જ ડેમોક્રસી જોડાયેલી હોવા છતા પણ અહીં ડેમોક્રસી નામ માત્રની છે. અહીંનું તંત્ર આખું ભ્રષ્ટાચાર પર ટક્યું છે. અહીંનું જગલ, અહીંનું જંગલ, અહીં ટેક્સ બધુ જ માત્ર ને માત્ર લાંચ રૂશ્વતને કારણે જ ચાલી રહ્યું છે.

Visit by Indian youth delegation to China put off


A visit by a 100-member Indian youth delegation to China next month has been put off amid reports that Beijing has asked India not to include any person from Arunachal Pradesh in the group.

"China's position on the boundary question between India and China is clear cut and consistent," Chinese Foreign Ministry spokesman Qin Gang told a media briefing, reiterating Beijing's claims over the north-eastern state.

Qin's remarks came in response to a question about media reports that said China has asked India not to include any person from Arunachal Pradesh in this year's youth delegation which was expected to visit next month.

The visit of a large Indian youth delegation, an annual feature between the two countries in recent years, has been put off, officials told PTI.

General elections in India have been cited as the reason for putting off the scheduled visit.

As per the established programme, the 100-member youth delegation pooled from various states calls on Chinese Premier besides meeting other officials. Visiting Chinese youth delegations similarly meet the Indian Prime Minister.

The postponement of this year's visit by the Indian delegation, however, followed media reports that said China has asked the India not to include youths from Arunachal Pradesh.

According to the reports, Youth Affairs Minister Jitendra Singh protested to the External Affairs Ministry as the Chinese stand challenged India's sovereignty over Arunachal Pradesh.

Qin said the both India and China were in touch over the specifics.

"With regard to the visit by the Indian delegation to China, the two sides are in communication on specifics," Qin said adding that there is consensus among leaders of the two countries on enhancing exchanges of youth.

"We are happy to see that over recent years the youth exchanges between the two countries have maintained a sound momentum. It will play an important role in promoting friendship between the two countries. We should jointly create favourable conditions for the youth exchanges between the two countries," Qin said.

China in the past has issued stapled visas to the residents of Arunachal Pradesh which has been vehemently protested by India.

Last year, two Indian archers from the state were given visas on separate sheet of papers, leading to the cancellation of their visit. It also had a negative effect on an agreement on the liberalisation of the visa regime between the two countries.

Swedish cosmetics company plans to brighten Moon




A Sweden-based cosmetics company has proposed a bizarre new method to eliminate the need for streetlights - brighten the surface of the Moon.
The idea is to use materials already on the Moon to lighten its surface. The goal is to reflect slightly more sunlight onto Earth, making the night sky brighter, according to the company's think-tank Foreo Institute.

A brighter night sky would mean less need for streetlights, which could potentially translate to less electricity usage and thus fewer globe-warming carbon emissions, it said.

"We want to raise public awareness about the project and generate consciousness about the global energy crisis," said Paul Peros, CEO of Foreo.

The proposal has a hint of "marketing scheme" to it, but precisely why the cosmetics company came up with this idea remains unclear, 'LiveScience' reported.

When asked, a company representative told the website that Foreo is an "innovation company" that engages with experts from diverse fields.

However, scientists are skeptical about the idea.

"Making the Moon brighter is not something I've ever heard of in the geoengineering literature," said Ben Kravitz, a postdoctoral researcher in the atmospheric sciences and global change division of Pacific Northwest National Laboratory.

Foreo's claims to have raised USD 52 million for research and testing and a timeline on the company's website says its first Moon mission is slated for 2020 with new rovers deploying every three years.

According to Foreo, only about 0.1 per cent of the Moon's surface would need to be transformed to reach 80 per cent of the "desired brightening effect."

The company said it plans to use materials already available on the surface of the Moon to brighten it, but it is not clear how that would work.

Peros said the company is investigating simply smoothing over a portion of the Moon's surface to increase its reflectivity.

"Furthermore, we are looking at the surfaces and composition of the soil and materials that currently exist on the Moon and how to best utilise them," he said.

Even if such a mission was successful, it could have side effects. Light at night can disrupt sleep and has been linked to increases in several types of cancer in lab animals.

Foreo suggests the brightening effect would happen gradually over 30 years, allowing humans and animals time to adjust.

New Chief Admiral RK Dhowan says Navy will bounce back

New Navy chief Admiral RK Dhowan has the formidable task of restoring confidence in the force after assuming office amid admittedly unsavoury circumstances on Thursday. Within hours of his taking over, the Western Naval Command, known as the Navy's sword arm, became headless.

Vice-Admiral Shekhar Sinha, known as the 'Grey Eagle' for being the longest serving naval aviator, landed in New Delhi on Thursday and handed over his papers requesting voluntary retirement after being superseded by Dhowan.

Defence Ministry sources on Friday said the request would be processed.
The need to restore confidence within the force was underlined in Dhowan's first Information General (or message from the chief of naval staff). A series of accidents, including two major submarine disasters, has necessitated the need to re-visit safety procedures. Dhowan said rather than living in fear, the Navy should ensure that procedures are followed diligently and safety audits are strictly put in place.

The new chief acknowledged the backlash faced by the Navy due to a few lapses, but he asserted that the force is capable of bouncing back with professionalism. He stressed on abiding by rules and regulations and demanded due diligence in incorporating lessons learnt to take the entire team forward as one unit. Apart from accidents that have plagued the Navy in recent months, the new chief also has to overcome long pending issues like inordinate delays in procuring new equipment. The Navy has virtually run out of helicopters and its submarine arm is in disarray. These issues, however, can only be taken up after the formation of a new government.

Dhowan became the chief in unexpected circumstances. He would have retired on May 31 as vice-chief of naval staff if Admiral DK Joshi had not resigned on February 27, taking moral responsibility for the accidents. Dhowan's elevation to the top post has now changed the Navy's succession chain. He, however, is known to have excelled in his long career during which he held several key positions.
